Copilot Studio & Agent Development
- Design, build, test, and deploy Microsoft Copilot Studio agents for internal government use cases, including knowledge discovery, workflow automation, and decision support.
- Integrate Copilot agents with Power Automate, SharePoint, Dataverse, Microsoft 365, and approved enterprise connectors.
- Configure agent topics, actions, and knowledge sources to ensure accurate, traceable, and explainable responses suitable for regulated environments.
- Support pilot-to-production transitions using controlled rollout and approval processes.
Governance, Security & Compliance
- Collaborate with IT infrastructure teams to enforce Data Loss Prevention (DLP) policies, environment isolation, and role-based access controls for Copilot Studio solutions.
- Ensure all Copilot agents comply with state IT policies, data classification standards, privacy requirements, and records-retention rules.
- Collaborate with security, legal, accessibility, and compliance teams to address audit findings and risk assessments.
- Ensure Copilot solutions meet accessibility (e.g., WCAG 2.1) and public-sector usability standards where applicable.
Architecture & Technical Leadership
- Define secure Copilot Studio architectures aligned with enterprise Power Platform and AI governance frameworks.
- Establish standards for agent design, naming conventions, documentation, and supportability.
- Mentor junior engineers and approved makers on Copilot Studio best practices within a controlled governance model.
- Serve as a subject-matter expert for Copilot Studio capabilities, limitations, and roadmap considerations in regulated environments.
Application Lifecycle Management (ALM) & Operations
- Implement ALM practices for Copilot Studio, including environment strategy (DEV / TEST / PROD), solution packaging, and deployment pipelines.
- Monitor Copilot usage, performance, and reliability; troubleshoot issues and optimize agent behavior.
- Maintain technical documentation, runbooks, and operational support artifacts required for audits and long-term sustainability.
- Support incident response and root-cause analysis related to Copilot or automation failures.
Stakeholder & Business Collaboration
- Translate agency or program requirements into compliant Copilot solutions that improve efficiency and service delivery.
- Work with business owners to identify high-value, low-risk AI use cases appropriate for state government adoption.
- Provide guidance, demos, and technical reviews for stakeholders, governance boards, and leadership as needed.
Required Qualifications
- 5+ years of experience with Microsoft Power Platform (Power Automate, Power Apps, Dataverse).
- Hands-on experience building and managing Microsoft Copilot Studio agents.
- Strong understanding of enterprise security, governance, and compliance controls.
- Experience working in government, public sector, or highly regulated environments (e.g., finance, healthcare, education).
- Ability to document solutions clearly for audits, compliance reviews, and operational support.
Preferred Qualifications
- Experience supporting state or federal government IT environments.
- Familiarity with records management, data classification, and privacy controls.
- Experience extending or governing Microsoft 365 Copilot in an enterprise setting.
- Knowledge of accessibility, risk management, and public-sector technology standards.
