Reporting directly to the Superintendent of Schools, the Director of Business & Operations provides executive leadership for the District's financial and operational services. The Director is responsible for the effective stewardship of the District's financial resources and business operations through strategic planning, sound fiscal management, operational oversight, and compliance with applicable federal, state, and local laws and regulations in support of the District's educational mission.
Supervises: Accounting Supervisor Facilities Supervisor Technology Director
Performance is evaluated annually by the Superintendent of Schools in accordance with Board of Education policy and established administrative evaluation procedures.
Illustrative examples of work performed include:
- Providing leadership and oversight for all business and operational functions of the District in support of its educational mission, including direct supervision and strategic oversight of the Technology Director, Facilities Supervisor, and Accounting Supervisor.
- Leading the development, implementation, and long-range financial planning of the District budget, including presenting the proposed budget and financial information to the Board of Education and community stakeholders.
- Providing timely and accurate financial reports, budget analyses, and recommendations to the Superintendent, Board of Education, and other stakeholders to support informed decision-making.
- Collaborating with the Town of Brookfield Finance Director and other municipal officials to coordinate financial planning, budgeting, capital projects, and shared operational initiatives.
- Overseeing the District's procurement processes and collaborating with the Purchasing Agent to ensure compliance with Board policy, applicable laws, and sound purchasing practices.
- Overseeing the administration and effective utilization of the District's financial management systems to support accurate financial reporting, internal controls, and operational efficiency.
- Providing leadership and oversight for the fiscal administration and compliance of all state and federal grants in collaboration with the Assistant Superintendent and other District administrators.
- Overseeing the administration of payroll and related business office functions to ensure the accurate and timely compensation of all employees in accordance with applicable laws, regulations, contracts, and District policies.
- Providing leadership and oversight for the operation, maintenance, safety, repair, renovation, and long-range planning of District facilities through the direct supervision of the Facilities Supervisor.
- Providing leadership and oversight for the District's Technology Department through the direct supervision of the Technology Director, ensuring the effective planning, implementation, security, maintenance, and support of technology systems and services that advance teaching, learning, and District operations.
- Overseeing the administration and operation of the District's transportation program to ensure safe, efficient, cost-effective, and compliant transportation services for students and staff.
- Overseeing the administration and operation of the District's food service program to ensure fiscal responsibility, regulatory compliance, nutritional standards, and high-quality service to students.
- Ensuring compliance with all financial reporting requirements, annual audit activities, and applicable federal, state, and local regulations governing school district finances and operations.
- Developing, implementing, and monitoring sound fiscal practices, internal controls, and risk management strategies to safeguard District assets and promote accountability.
- Serving as a member of the Superintendent's cabinet, providing strategic guidance on business, financial, operational, technology, and capital planning initiatives.
- Establishing and maintaining collaborative relationships with District administrators, employees, municipal officials, community partners, vendors, and external agencies to advance District goals and operational excellence.
- Performing such other duties and responsibilities as assigned by the Superintendent.
Education, experience, and qualifications:
- Bachelor's degree in Business Administration, Accounting, Finance, Public Administration, or a related field required; Master's degree, Certified Public Accountant (CPA), or other relevant advanced degree or professional credential preferred.
- Connecticut State Department of Education (085) Intermediate Administrator Certification required or the ability to obtain certification prior to hire date.
- Demonstrated experience in school business administration, public finance, municipal finance, governmental accounting, or a related field, including progressively responsible leadership experience.
- Demonstrated experience in budget development, long-range financial planning, financial reporting, purchasing, contract administration, and business operations.
- Experience administering financial management systems and enterprise resource planning (ERP) software; experience with MUNIS or comparable governmental financial systems preferred.
- Knowledge of federal and state laws, regulations, and best practices governing school finance, grants administration, procurement, payroll, and public sector business operations.
- Demonstrated leadership, organizational, analytical, and problem-solving skills, with the ability to manage multiple priorities and make sound decisions.
- Excellent interpersonal, written, and verbal communication skills, with the ability to build collaborative relationships with the Superintendent, Board of Education, District staff, municipal officials, and community stakeholders.
Terms of employment:
Twelve (12)-month position. Salary and benefits shall be established in accordance with Board of Education-approved compensation practices, applicable agreements, and district policies. Paid Time Off (PTO) shall be provided in accordance with Board policy and shall be used with prior consultation and approval of the Superintendent of Schools. Additional benefits shall be provided as authorized by the Brookfield Board of Education.
