Description

Performs all duties in connection with Bus and Paratransit Safety Programs, including accident investigation/reconstruction, interviewing, evaluating and recommending corrective actions for employees involved in traffic and/or passenger accidents. Maintains Safety Award Program. Assists with Drug and Alcohol Prevention Program, the responsibilities of the System Safety Plan, and all other related safety efforts. Performs field outreach duties in accordance with VIA's SAFE Program. Facilitates training sessions. This includes, but is not limited to the following training programs: Bus Operator Qualification, Paratransit Operator Qualification, Shop Attendant Qualification, Customer Service programs, Operator post-accident refresher training, annual refresher training and operator ride checks.

Develops lesson plans, curricula, and training programs for operators, supervisors, and administration employees

Develops and provides train-the-trainer programs to teach STSS Supervisors how to provide training to operators and supervisors on all new vehicle or new equipment implementation orientations.

Develops and facilitates strategic programs geared toward addressing employees with excessive customer complaints, of which are based on sensitive and confidential information

Works directly with external contractors and vendors to provide guidance on VIA's standards and practices regarding updates to existing technology or new equipment implementation.

Conducts inter-departmental needs assessments with department Managers to determine best practice enhancements to address daily service issues.

Oversight of VIA's SAFE Program execution and field deployment. To include "See Something Say Something", Emergency mgmt. and system security initiatives related to daily service, special events and inclement weather.

Develops emergency response programs for first-responders of area Fire Departments and municipalities we provide service to or through; by way of VIA service vehicle familiarization training.

Conducts computer based performance assessment utilizing software to evaluate proficiency of knowledge, skills and abilities of trainees throughout completion of qualification training.

Develops and recommends safety policy and procedures dealing with bus and paratransit operations safety.

Ability to perform field analysis of safe operating performance and determines best methods to instruct operators and fleet and facilities employees on immediate improvement.

Provides preventable accident refresher training to operators and fleet and facilities employees. To include discerning from reports and discussion of sensitive information the best practices to instill, during the training session.

Provides detailed reporting of operator performance concerns, as they relate to safe operation of revenue service vehicles during training, and while in service.

Demonstrates knowledge and proficiency of VIA's service area as it relates to training fulltime operators during the route instruction of the qualification program.

Must remain aware and current on all service updates, revisions and bulletins that relate to operator performance, enabling a continuity of information delivery and expectations.

Provides instruction on new vehicle and equipment implementation to Transportation, Fleet and facilities and Transit Police.

Provides technical details to be incorporated into the development of training materials.

Conducts follow-up checks on previous students to assess if additional training/coaching is required. Reports serious problems to the Manager of Training and Development.

Responsible for interfacing with bus and paratransit operators, along their route, to coach and instill best practices and judgment techniques.

Objectively assesses, discerns and articulates the best practices and decision-making skills required of operators during the preventable accident classification process.

Compiles data and statistics from accidents, incidents, trends and analysis to determine plan of action on system service improvement.

Surveys and responds to safety related concerns at special events, transit facilities, public gatherings and elsewhere throughout VIA's service area.

Responsible for compliance and education of safe practices/conduct as they relate to all VIA employees while on duty, on property, or utilizing VIA equipment.

Coaches employees where needed to improve performance.

Provides instruction on new vehicle and equipment implementation to the Transportation Division, Fleet and Facilities Division and Transit Police.

Assembles training packets and training materials.

Assists in the development of training materials.

Prepares classroom for training, including audio and visual aids.

Provides and maintains progress reports on students.

Develops computer based training programs.

Maintains course folder materials for designated courses.

Makes recommendations for terminating students in the event termination is necessary.

Counsels students concerning their class or work performance and work habits.

Removes students from training if an unsafe condition is observed.

Develops, implements, and maintains awards and incentive programs for Safety.

Oversees the maintenance of operator driving records, and valid driver's license compliance.

Performs Hazard Recognition/Identification Procedures as necessary. Also performs Hazard analysis, assessment, evaluation and resolution procedures.

Oversees the maintenance of operator honor roll safety records.

Oversees the handling of the Safety Awards program (Safety Pins, Buckles, and inventory, etc.)

Responsible for reviewing accident reports, investigating accidents, and determining the preventability of each accident.

Responsible for insuring the safe operation of all buses, paratransit vehicles, and support vehicles.

Researches, prepares and conducts safety presentations.

Performs other safety related work as required.

Investigates and evaluates safety recommendations.

Addresses and resolves Transportation safety issues.

Records and maintains operators' safety records.

Contacts operators regarding supervisor reports and service reports.

Prepares daily routine reports.

Meets and works tactfully with employees and patrons to achieve desired results.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

Required Education and Experience

Bachelor's degree in Education, Business Administration, Personnel Administration or a related field and three (3) years experience as a bus or paratransit operator and 2 years experience conducting training programs. Experience may be substituted in lieu of education on a year-for-year basis up to four years. Experience conducting training programs for various employee levels or other adult education programs, developing computer-based training programs may also be substituted for education.

Additional Requirements

Ability to conduct computer based performance assessment utilizing software to evaluate proficiency of knowledge, skills and abilities of trainees throughout completion of qualification training.

Ability to perform field analysis of safe operating performance and determines best methods to instruct operators and fleet and facilities employees on immediate improvement.

Must remain aware and current on all service updates, revisions and bulletins that relate to operator performance, enabling a continuity of information delivery and expectations.

Assists on environmental issues and projects.

Assists in Drug and Alcohol program process and assures quality control at drug and alcohol testing facilities.

Must maintain effective working relationship with the Transportation and Fleet and Facilities Divisions.

Ability to perform phases of analytical work.

Ability to obtain and maintain a valid Class "B" CDL with a Passenger endorsement.

Effective teaching and public speaking skills.

Must have a good knowledge of VIA's fixed routes and navigating the city of San Antonio.

Good verbal and written communication skills.

Must have ability to read and understand semi-complex materials such as maps, logs, instruction manuals and Mobile Data Terminal.

A valid driver's license and the ability to qualify for a Commercial Driver's License.

Must obtain and maintain a certified Instructor to teach professional CDL based safe driving programs.

Must have the ability to successfully become certified through various Transit Safety Institute programs, to include successfully passing any required assessment or tests that are part of, or required by the program to receive and maintain certification.

Must have a good driving record.

Ability to learn how to operate all audio and visual aids used in the Training and Development Department.

Ability to learn how to develop computer based training programs using software applications used in the Training and Development Department.

Must be able to operate all revenue vehicles in use by VIA and all related equipment.

Must have a good knowledge of the Operation's Manual of Rules and Procedures, Bus routes, Bus and Paratransit vehicle operations, Bus and Paratransit Operator procedures, VIA services, and the Working Conditions.
