The Senior Vice President of Medical Services (SVPMS) serves as the senior physician executive responsible for the strategic direction, leadership, growth, and overall performance of Petaluma Health Center's medical services. Reporting directly to the Chief Executive Officer, the SVPMS provides executive oversight of the organization's medical services portfolio and ensures that clinical programs, leadership structures, and strategic initiatives support Petaluma Health Center's mission, organizational priorities, and the evolving healthcare needs of the communities it serves.
The SVPMS provides strategic leadership across Primary Care, Behavioral Health, Wellness, Specialty Care, Integrative Medicine, and other current and future clinical service lines. The position establishes long-term medical priorities, develops and supports effective clinical leadership, advances new services and models of care, and identifies opportunities for innovation, partnerships, integration, and sustainable organizational growth. Leadership and reporting structures within Medical Services may evolve over time based on organizational needs and strategy.
As a member of executive leadership, the SVPMS works closely with the Chief Executive Officer, Chief Medical Officer, and other organizational leaders to ensure medical services are clinically strong, operationally effective, financially sustainable, and positioned for continued growth. The SVPMS also serves as a key advisor to the Chief Executive Officer and Board of Directors on medical strategy, healthcare trends, clinical growth, and the long-term development of the organization.

- Proven ability to develop, mentor, and lead senior physicians, medical executives, and clinical leaders while building strong succession and leadership development pipelines.

Education and Experience:
- Graduate from an accredited medical school required.
- Graduate of a Business Education Program for Physician Executives or equivalent executive leadership education preferred.
- Master's degree in business administration (MBA), Healthcare Administration (MHA), Public Health (MPH), Health Policy, Healthcare Leadership, or a related field preferred.
- Minimum of twenty (20) years of progressively responsible clinical practice experience, including significant experience providing patient care within a primary care, multi-specialty medical group, Federally Qualified Health Center (FQHC), integrated delivery system, academic medical center, or similarly complex healthcare environment.
- Minimum of ten (10) years of progressive physician leadership experience, including executive responsibility for medical services, strategic planning, organizational development, service line expansion, healthcare innovation, business development, or enterprise growth initiatives.
- Minimum of seven (7) years of senior executive or physician leadership experience within a large multi-specialty medical practice, Federally Qualified Health Center (FQHC), community health center, integrated health system, or similarly complex healthcare organization preferred.
- Demonstrated experience providing executive leadership across multiple clinical service lines, departments, specialties, or locations within a complex healthcare organization.
- Demonstrated experience leading and developing senior physician and clinical leaders, including medical directors, service line leaders, and other senior medical executives.
- Demonstrated experience designing, evolving, or overseeing medical leadership structures that support organizational growth, accountability, succession planning, and effective delegation of responsibility.
- Demonstrated experience developing, implementing, and leading strategic clinical initiatives that resulted in measurable organizational growth, expanded access to care, improved patient outcomes, enhanced organizational effectiveness, or increased financial sustainability.
- Demonstrated experience developing or expanding clinical service lines, including Behavioral Health, Specialty Care, Wellness services, Integrative Medicine, population health initiatives, or other innovative healthcare delivery models.
- Demonstrated experience evaluating healthcare market trends, community health needs, population health data, reimbursement methodologies, and regulatory requirements to support executive decision-making and long-term organizational planning.
- Demonstrated experience developing strategic partnerships with hospitals, health systems, managed care organizations, specialty physician groups, academic institutions, governmental agencies, community organizations, and other external stakeholders.
- Experience participating in or leading strategic affiliations, mergers, acquisitions, clinical integrations, joint ventures, or other significant healthcare growth initiatives preferred.
- Demonstrated experience presenting medical strategy, organizational performance, business cases, financial analyses, and strategic recommendations to executive leadership, governing boards, physician leadership, or other senior decision-making bodies.
- Strong understanding of healthcare finance, value-based care, healthcare economics, population health management, physician practice management, healthcare reimbursement methodologies, and organizational performance measurement.
- Demonstrated knowledge of the Health Resources and Services Administration (HRSA) Health Center Program, Section 330 requirements, Uniform Data System (UDS) reporting, healthcare quality initiatives, and regulatory compliance frameworks preferred.
- Experience leading large-scale organizational change, physician engagement initiatives, interdisciplinary collaboration, and enterprise-wide strategic planning efforts.
- Demonstrated commitment to evidence-based medicine, patient-centered care, health equity, innovation, physician leadership development, and improving access to care for medically underserved populations.
Licenses and Certifications:
- Active State of California Medical License or Osteopathic Physician License in good standing required.
- Active Federal DEA Registration in good standing required.
- Board certified or Board Eligible in Specified Area of Medical Specialty required.
- Must maintain CME as required for certification renewals.
- Current Basic Life Support (BLS) certification required.
- Candidate must be able to successfully meet PHC's credentialing and privileging requirements.
